Channel Islands Harbor's Fall Runs Down One Side of the Water

Through spring 2028, the public side of Channel Islands Harbor is about one stretch of Harbor Boulevard. That's Marine Emporium Landing at 3600, the restaurants at 3500 and 3550, Harbor View Park just south of the landing, and the Maritime Museum on Bluefin Circle. The east bank's old anchor, Fisherman's Wharf, is a demolition site. Every harbor event on the October calendar is set on the Harbor Boulevard side or ends there. In November, a dredge crew moves in for the winter.

That stretch is the end of the harbor closest to Mandalay Shores. For anyone who walks or bikes over from the beach side, this is the busiest the near end of the harbor will be for some time.

The East Side Went Behind a Painted Fence

The corner of Victoria Avenue and Channel Islands Boulevard is where Fisherman's Wharf stood. Today it's an active demolition site, and the Ventura County Harbor Department's explainer on Karls gives Spring 2028 as the target opening. Karls is a family-owned German company. It started as a strawberry farm and now runs "experience villages" in Germany that combine food, shopping, attractions and hands-on activities. The Oxnard site will be its first in the United States.

The Ventura County Star covered the August 15 groundbreaking at 2741 S. Victoria Ave. The paper described a free-to-enter park with retail, food markets, restaurants, playgrounds and ticketed children's rides. Under the master lease, Karls has to spend at least $16 million on direct improvements plus nearly $1 million on the boardwalk, and it has committed to upgrading the marina within five years of opening. The plan also calls for 100 to 150 employees, with most of those jobs going to local hires.

The site is surrounded by a custom wooden fence, not chain link. The Harbor Director's June 2026 message said it would be painted green and covered with coastal-themed artwork made with local muralists. The same message said the last few Wharf businesses would close or relocate over the summer. Hopper Boat Rentals is the exception and is staying open through construction. Hopper's own site still lists 2741 Victoria Ave. During construction, it asks visitors to come in through the launch ramp, park in the 2-hour county lot, and stay out of the work zone.

So boat rentals are still running on the east bank, but the Wharf's shops and restaurants have closed. Strolling, snacking and festivals have all moved to Harbor Boulevard.

Where October Actually Happens

The harbor's October 2026 calendar is packed, and every harbor event sits on the Harbor Boulevard side or finishes there.

Date Event Where Details
Sun., Oct. 11 Ponies by the Sea car show Harbor View Park 10 a.m. to 3 p.m., free for spectators, food trucks and live music
Tue., Oct. 13 Evening program Channel Islands Maritime Museum, 3900 Bluefin Circle 7 to 8 p.m.
Fri.–Sun., Oct. 16–18 Inaugural Tuna Invitational Wharf Hoist, Marine Emporium Landing, 3600 S. Harbor Blvd. Public weigh-in Sunday at 3 p.m.
Wed., Oct. 21 Dredging community meeting Zoom 6 p.m.
Sat., Oct. 24 2nd Annual Pumpkin Paddle East Bank Day Dock to Peninsula Park 10 a.m. to noon
Sat., Oct. 24 5th Annual Parade of Frights Harbor View Park, Marine Emporium Landing, Maritime Museum Activities from 3 p.m., boats at 7 p.m.

Look at the two Sundays. Ponies by the Sea runs from 10 a.m. to 3 p.m. on October 11. The weekly farmers market next door runs 10 a.m. to 2 p.m., so the car show and the market will share the park and the parking for most of that day. The next Sunday, the Tuna Invitational holds its public weigh-in at the Wharf Hoist at 3 p.m., an hour after the market closes. It's the first year of the tournament, so 2026 sets the baseline for every year after.

October 24 Fills the Whole Day

The heaviest day of the month is Saturday, October 24. The Pumpkin Paddle goes from 10 a.m. to noon, launching at the East Bank Day Dock and finishing at Peninsula Park, where public docks are already set up for kayak and paddleboard launches.

The Parade of Frights starts three hours after the paddle ends. Its official schedule runs like this:

  1. 3 to 6 p.m. The Haunted Courtyard at the Channel Islands Maritime Museum, with games, crafts, a scavenger hunt, prizes and candy. It's free.
  2. 3 to 7 p.m. The Parade of Frights Marketplace at Harbor View Park, just south of Marine Emporium Landing at 3600 Harbor Blvd., with crafts and an inflatable jump zone. The Harbor Department hands out reusable bags to kids while supplies last.
  3. 3 to 6:30 p.m. The Channel Islands Farmers' Market opens on a Saturday for this one day, and vendors hand out candy.
  4. 5 p.m. Costume parade and contest. Every child in the parade gets a Halloween-themed medal.
  5. 7 p.m. Decorated boats head out for the main event.

The Saturday market is the giveaway. The market usually runs Sunday mornings, and for the parade it moves to the same afternoon on the same patch of ground. The harbor's biggest October evening is built on Harbor Boulevard because that's where the working public space is right now.

The Weekly Anchors Off the Calendar

The October events land on top of a routine that runs all year. Here's what is confirmed for this stretch as of fall 2026:

  • Channel Islands Certified Farmers' Market, 3600 S. Harbor Blvd., Sundays 10 a.m. to 2 p.m. The California Department of Food and Agriculture's roster of certified markets, current as of October 1, 2026, lists it as a year-round market.
  • Sea Fresh Channel Islands, 3550 Harbor Blvd., seafood, listed in the harbor's dining directory.
  • Moqueca Brazilian Cuisine, 3550 S. Harbor Blvd., with a current menu on its own site.
  • Waterside Channel Islands, 3500 Harbor Blvd., waterfront dining, with private events hosted through its own site.
  • Channel Islands Kayak Center, 3600 S. Harbor Blvd., Suite 2-108, kayak and paddleboard rentals and tours through its booking site.
  • Southern California Jet Skis, 3600 S. Harbor Blvd., renting jet skis, electric boats and bicycles and running dolphin trips.
  • Island Packers, 3600 Harbor Blvd., booked trips to Channel Islands National Park plus wildlife cruises.
  • Channel Islands Maritime Museum, 3900 Bluefin Circle, open Thursday through Monday, noon to 4 p.m.

Most of the addresses fall within the 3500 and 3600 blocks. Harbor View Park sits just south of the landing. It covers two acres, with marina views, shade, restrooms and parking, and it doubles as the venue for most of the October events.

November Brings the Dredge Back for a Third Year

October gets the crowds, and November gets the machinery. The Harbor Department's dredging notice says the U.S. Army Corps of Engineers Los Angeles District, working with the County of Ventura, will return for maintenance dredging, with operations expected to begin in November 2026. The work is scheduled to last through the end of February 2027.

This will be the third winter in a row with dredging, which isn't the usual pattern. The harbor is normally dredged every other year, inside an October-to-March environmental window. In 2024, permitting, weather and operational problems kept the Corps from finishing the planned work, so it came back in 2025. After the 2026–27 season, the harbor is expected to go back to every other year.

The notice gives these details:

  • Contractor: Manson Construction of Seattle.
  • Hours: Dredging runs 24 hours a day, seven days a week. Heavy equipment on Silver Strand Beach is limited to 7 a.m. to 7 p.m.
  • Where the sand goes: The material is pumped about a mile south to Hueneme Beach, and the beach-quality sand is placed along the shoreline there.
  • Holidays: The contractor may pause over Thanksgiving, Christmas and New Year's Day. A portable generator and a small crew stay on site during those breaks.

The Corps has been dredging the harbor since the 1960s to keep the channels navigable, and the sand it moves helps the beaches to the south. The virtual community meeting on Wednesday, October 21, at 6 p.m. is the public's chance to ask questions before dredging begins.

Harbor Boulevard's Own Projects Are Lined Up for 2027

The west side's turn at construction is coming. The Harbor Department's September 15, 2026 project update says demolition and marine work are done at the headquarters site, 3900 Pelican Way. The last phase is a new two-story building, with bids expected in September 2026 and construction estimated at 14 months. The June message adds that the finished headquarters will house Harbor Patrol and include a community and hearing room.

Harbor View Park, the base for nearly every October event, is also slated for a new inclusive, maritime-themed playground. Design and specification work is underway, and construction is expected in 2027.

At the south end, the former Casa Sirena and Lobster Trap site is planned for a 210-room Hyatt House and a restaurant of up to 5,000 square feet. According to the same update, grading started in December 2024 and concrete piling work in January 2025. As of September 15, 2026, the developer is revising plans and lining up funding, and the update gives no date for work to resume. The Star reported that the Hyatt and Karls projects are separate from each other.

That makes fall 2026 a clean stretch for Harbor Boulevard. The Wharf is closed, the dredge hasn't arrived yet, the park still has its current layout, and October's whole calendar fits into a few blocks between the 3500 address and Bluefin Circle.
